Purpose 1. To protect the City water distribution system from contamination due to unprotected or unauthorized connections to City owned and maintained infrastructure.
2. To protect City hydrants and water distribution system from damage due to use or abuse of City owned and maintained hydrants.
3. To limit the amount of time that City owned fire hydrants are reserved for commercial purposes and therefore not immediately available for fire fighting.
4. Tp provide for the setting up of a Permit system where the City may provide seasonal access to City water from City maintained infrastructure for commercial uses.
5. To provide for remuneration to the City for use of City water for commercial purposes.

Policy Statement 1. Between April 1st and November 30th approximately (dates are weather dependent), the City may provide access to water from City maintained infrastructure for commercial purposes. These locations shall be protected from contamination by the use of backflow preventors. Access will be restricted to individuals or companies that have valid permits from the City.
2. The City will charge for Permits and consumption of water for commercial purposes. Charges shall be as the City sets from time to time.
3. Permits for access to water from a fire hydrant shall only be issued on a temporary basis to a maximum period of one week. The City will limit the issuance of water from fire hydrants to certain uses only, and where there is no reasonable alterative available.
4. If an authorized person or company operates a City maintained hydrant, the City may refuse to issue future Permits for access to water to the offender. In addition, the offender may be fined as per applicable legislation.
