Driveway Entrances, Culverts and Lowbacks

Purpose
To define the responsibility for the providing of driveway entrances, culverts and lowbacks for residential property.


Policy Statement
1. In general, but subject to other requirements contained in this policy, each residential dwelling unit within the City is entitled to vehicular access from a public street in the form of a single driveway entrance of 3.6 metre width.
2. Prior to the installation of a driveway entrance, approval and permit must be obtained from the Department of Building and Property Management in accordance with all applicable By-Laws, Regulations and standards.

3. Where curb and gutter and/or sidewalk exists, a lowback curb and/or sidewalk shall be installed.

4. The cost of providing either lowback curb, sidewalk or culvert shall be the responsibility of the owner, builder or developer.

5. The installation of the lowback curb/sidewalk may be performed by the owner/owners representative provided a street excavation permit is first obtained from the Department of Public Works and Parks. All work shall be carried out in accordance with City Standards and shall be inspected to ensure compliance. This work may be performed by the City of St. John’s in accordance with established unit costs. An estimate of the cost will be available upon request.

6. Maintenance of new and existing lowback curbs, sidewalks and culverts shall be the responsibility of the City of St. John’s.

Other provisions of this policy not withstanding, the City will not construct or permit the construction of a driveway in any location where sight distance or vehicle turning movements constitute a hazard.
