The St. John's Municipal Council adopted St. John’s Municipal Plan Amendment Number 1, 2022, and St. John’s Development Regulations Amendment Number 1, 2022, on June 28, 2022, and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal and Provincial Affairs, in accordance with the Urban and Rural Planning Act.
The effect of the Municipal Plan amendment would be to re-designate land at the rear of 68 Queen’s Road from the Open Space District to the Residential District.
The effect of the Development Regulations amendment would be to rezone land at the rear of 68 Queen’s Road from the Open Space (O) Zone to a new site-specific Apartment Harvey Road (AHR) Zone.
To allow the proposed amendments to the St. John’s Municipal Plan and Development Regulations, an amendment to the St. John’s Urban Region Regional Plan is required. St. John’s Urban Region Regional Plan Amendment Number 1, 2020 is proposed to re-designate land at 68 Queen’s Road from Public Open Space to Urban Development. The Public Hearing for the Regional Plan amendment will be conducted simultaneously with the municipal amendments.
In conjunction with the amendment, the applicant is also requesting a 10% variance on overall building height. The proposed building height will be a maximum 16.5 metres from Harvey Road.
