WHEREAS under Section 189 of the City of St. John's Act the Council is empowered to prohibit and abate public nuisances including therein the befouling, littering or obstruction of the streets and public places or of any water course with refuse or debris or with insanitary, offensive or injurious substances of any kind;
NOW THEREFORE in pursuance of the powers vested in it under the said Section 189 and all other powers it enabling, the St. John's Municipal Council in regular session convened on the 30th day of June, A.D., 1965, HEREBY PASSES AND ENACTS the following By-Law.
1. No person shall befoul, pollute, litter or obstruct any watercourse within the City of St. John's with refuse or debris of any kind or with waste material of any kind from any factory, plant or industrial operation or with insani-tary, offensive or injurious substances of any kind whatsoever. |
