WARD BOUNDARIES (2016) BY-LAW
PASSED BY COUNCIL ON September 26, 2016


Pursuant to the powers vested in it under the City of St. John's Act, RSNL 1990, c.C-17, as amended, and all other powers enabling it, the City of St. John's enacts the following By-Law relating to the establishment of ward boundaries for the City of St. John's:
BY-LAW

1. This By-Law may be cited as the Ward Boundaries (2016) By-Law.

2. For the purposes of a general municipal election, the City is divided into five (5) wards, numbered 1 to 5 respectively, as more particularly described in Schedule "A" hereto annexed, which Schedule forms part of this By-Law.

3. The total number of councillors to be elected in a general election is nine (9). Only one councillor shall be elected to represent each ward and four (4) councillors shall be elected at large.

4. The Ward Boundaries By-Law enacted on October 4, 1993, is hereby repealed.

5. This By-Law shall come into force for the 2017 general municipal election.


SCHEDULE "A"
TO THE
WARD BOUNDARIES (2016) BY-LAW

St. John’s Municipal Ward Boundaries

WARD 1

This ward begins at the intersection of Torbay Road and Logy Bay Road at Kenna’s Hill, thence running northwesterly along the rear of properties on the west side of Torbay Road, including properties on both sides of the street, to a point at the rear of lots on the north side of Mount Cashel Road, thence running to the rear of Glenbrook Lodge and parallel to Torbay Road, includes properties on both sides of the street to a point on the north side of MacDonald Drive and east of Toronto Street, thence running west along the rear of lots on the north side of MacDonald Drive to the west side of Portugal Cove Road, thence crossing to the north side of Prince Philip Drive, thence running northerly and westerly along the rear of lots on Portugal Cove Road, includes properties on both sides of the street and including all streets from the southern intersection of Airport Heights Drive and Portugal Cove Road westerly, to the rear of properties in Airport Heights, to the northern intersection of Airport Heights Drive and Portugal Cove Road to the city limits, thence running northerly and easterly along the city boundary limits to the city coast line limit, thence running southwesterly along the city coast line limit to a point at the intersection of Logy Bay Road and the Trans-Canada Highway, thence running south and including all properties on the west side along Logy Bay Road to the intersection of Torbay Road and Logy Bay Road at Kenna’s Hill, the point of commencement.

WARD 2

This ward begins at the intersection of Torbay Road and Logy Bay Road at Kenna’s Hill, thence running northeasterly along the center line of Logy Bay Road and including all properties on the east side of Logy Bay Road, to a point at the intersection of Logy Bay Road and the Trans-Canada Highway, thence running northerly and easterly along the city boundary limits to the city coast line limit at Robin Hood Bay, thence running southwesterly along the city coast line limit, thence following the shoreline of Quidi Vidi Harbour and the coast line to North Head, thence along the north limits of St. John’s Harbour to the centerline of Waterford River, thence running upstream along the centerline of Waterford River to a point on the southwest side of Blackhead Road Bridge, thence northwesterly crossing Water Street to the rear of properties along Leslie Street, thence to a point at the intersection of Warbury Street, thence southwesterly including all properties on both sides of the road to Shaw Street, thence northwesterly along the back of properties on Shaw Street to a point at the intersection of Shaw Street and Hamilton Avenue, thence proceeding northeasterly to the intersection of Hamilton Avenue and Symonds Avenue, then proceeding north and including all properties on the east side of Symonds Avenue to Blackmarsh Road, includes properties on both sides of street to the rear of lots on the west side of Cashin Avenue Extension, thence running along the west side of Cashin Avenue Extension and Cashin Avenue to the south side of Empire Avenue, includes properties on both sides of street, thence running easterly along the rear of lots on the south side of Empire Avenue to King’s Bridge Road, thence running northerly along the rear of lots on the west side of King’s Bridge Road and Kenna’s Hill to the intersection of Torbay Road and Logy Bay Road, the point of commencement.
WARD 3
This ward begins at the rear of lots at the intersection of the south side of Empire Avenue and the west side of Cashin Avenue, thence running along the rear of lots on the west side of Cashin Avenue and Cashin Avenue Extension to Blackmarsh Road, then proceeding west and including all properties on the west side of Symonds Avenue, thence proceeding southwesterly to the intersection of Hamilton Avenue and Symonds Avenue, thence to a point at the intersection of Shaw Street and Hamilton Avenue and including all properties on the northwest side of Hamilton Avenue, thence southeasterly along the back of properties on Shaw Street including properties on both sides of the street and Mclea Place, thence to the intersection of Shaw Street and Topsail Road and northeasterly along the rear of properties on Topsail Road, continuing along the rear of properties on Water Street to the intersection of Leslie Street, thence southeasterly crossing Water Street to a point on the southwest side of Blackhead Road Bridge, thence turning south to Waterford River, thence running in a westerly direction along the centerline of Waterford River to the city limits, thence running northerly along the St. John’s/Mount Pearl boundary limit to a point five hundred metres south of Kenmount Road, thence running in an easterly direction to a point six hundred and fifty metres south of Kenmount Road and near the end of Taylor’s Lane, thence running in a southeasterly direction to a point at the intersection of Jensen Camp Road and Rotary Drive and along the rear of lots on the south side of Rotary Drive, Lions Road, Jaycee Place, and Eagle Court to the intersection of Old Pennywell Road and Columbus Drive, thence running in an easterly direction along the rear of lots on the south side of Old Pennywell Road and Empire Avenue to the west side of Cashin Avenue, the point of commencement.
WARD 4

This ward begins at the centerline of Rennie’s River upstream from King’s Bridge at King’s Bridge Road, thence running southerly at the rear of lots on the west side of King’s Bridge Road to Empire Avenue, thence crossing Empire Avenue and running westerly along the rear of lots on the south side of Empire Avenue, includes properties on both sides of street, to Old Pennywell Road, thence running along the rear of lots on the south side of Old Pennywell Road, includes properties on both sides of street, to the intersection of Old Pennywell Road and Columbus Drive, thence running in a southeasterly direction to a point at the intersection of Jensen Camp Road and Rotary Drive and along the rear of lots on the south side of Eagle Court, Jaycee Place, Lions Road, and Rotary Drive, thence running in a westerly direction to a point six hundred and fifty metres south of Kenmount Road near the end of Taylor’s Lane, thence running northwesterly to a point five hundred metres south of Kenmount Road to the St. John’s/Mount Pearl boundary limit, thence running northwesterly along the city limits to Portugal Cove Road to the northern intersection of Airport Heights Drive and Portugal Cove Road, thence continuing in a general southeasterly direction along the rear of all properties in Airport Heights, thence to the southern intersection of Airport Heights Drive and Portugal Cove Road, thence running easterly along the rear of lots on the on the south and west side of Portugal Cove Road to the north side of Prince Philip Drive thence crossing Portugal Cove Road and running easterly along the rear of lots on the north side of MacDonald Drive to a point on the east side of Toronto Street, thence crossing to the south side of MacDonald Drive and running in a southwest direction behind Glenbrook Lodge to Torbay Road thence running in a southwesterly direction along the rear of lots on the west side of Torbay Road, Kenna’s Hill and King’s Bridge Road to the centerline of Rennie’s River upstream from King’s Bridge on King’s Bridge Road, the point of commencement.
WARD 5

This ward begins at the centerline of Waterford River at Blackhead Road Bridge, thence running easterly along the centerline of Waterford River to St. John’s Harbour, thence running along the south side of St. John’s Harbour to South Head, thence in a southwesterly direction along the city coast line limit to the municipal boundary of Petty Harbour-Maddox Cove, thence running around the boundary limit of Petty Harbour-Maddox Cove to the coast line at Horseshoe Cliff, thence running along the city boundary limit to the centerline of Waterford River, thence running along the centerline of Waterford River downstream in an easterly direction to the Blackhead Road Bridge, the point of commencement.
