Radio Communications

Purpose
To outline radio protocol to be used for radio communications and checks.


Background
This replaces POG 09-01-01 dated 1993-10-01. All radio transmissions shall be short, concise, and task oriented.


Policy Statement
In general;

· "10" code will be used for all normal radio traffic.

· Normal English language will be used for the purpose of relaying FIRE GROUND operation information.

· All radio transmissions will be started by having the sender identified last. For example:

XJ(84) - this is – Engine 11

· Receiver of information will always confirm sent messages with “10-4”.

For the purpose of this procedure, there shall be four (4) specific areas of clarification:

1. Apparatus Movement
2. Daily Radio Check
3. Weekly Base Station Check
4. Talk Around Check


1. Apparatus Movements

· Radio communications will be initiated by a station officer(s) indicating that travel time has commenced (10-11) from their respective stations for those apparatus.

· Each unit will confirm their destination once the 10-11 process has been completed.

· All units responding will radio their status when arriving on the scene with “10-12”.

· All radio operators will make sure they do not interfere or interrupt the OIC while he/she is reporting the initial report of conditions.

2. Daily Radio Check

Each day between 8:00am – 9:00 am all mobile and portable radios at each station will be checked to ensure functioning properly.

Each station will call into the Communication Ctr on each radio using the following language;

· Station initiate: “84 – Radio number ie Engine 11 – 10-6”
· Comm Ctr will respond: “10-2 – Radio Number – 10-6”
· Station respond: “10-2 - 84”


3. Weekly Base Station Check

Every Monday between 8:00am – 9:00 am each base station needs to be checked to ensure they are working properly.

Each station will call into the Communication Ctr on each base station using the following language;

· Station initiate: “84 – ie Mt. Pearl Base Station – 10-6”
· Comm Ctr will respond: “10-2 – Mt. Pearl Base Station – 10-6”
· Station respond: “10-2 - 84”



4. Weekly Talk- Around Check:

Every Monday between 8:00am – 9:00 am the talk around function needs to be checked to ensure they are working properly. Base stations will be switched to Shea T/A and/or Kenmount T/A, depending on station location, and call into the Communication Ctr using the following language;

· Station initiate: “84 – ie Mt. Pearl Shea Talk Around – 10-6”
· Comm Ctr will respond: “10-2 – Mt. Pearl Shea Talk Around – 10-6”
· Station respond: “10-2 - 84”


Communication Center Responsibility

If the Communication Ctr. cannot confirm receipt of the messages due to static or trouble hearing they will request another message until they can hear it clearly. If there continues to be an issue then the Communication Ctr. dispatcher will contact the Superintendent and the Manager of Communications and Program Development to advise of the problem.

Once the radios, base stations and talk around tests have been completed they will be logged on the Radio Check Tracker by the Communication Ctr. dispatcher. It will be the Communication Ctr. responsibility to contact appropriate personnel if an issue has been identified. The Tracker will be updated with a ‘2’ which means the message was received clearly, or with a ‘1’ which means there were issues identified and the appropriate personnel have been contacted.

NOTE:

All Operational Guidelines are provided as a guideline only and may be altered by the OIC to meet extenuating circumstances.
