Response/Alerting Procedures to Areas in the Jurisdiction of Torbay

Purpose
PLEASE CALL 9-1-1 TO REQUEST EMERGENCY RESPONSE BY THE TORBAY VOLUNTEER FIRE DEPARTMENT. THIS DOCUMENT IS FOR INFORMATIONAL PURPOSES ONLY. To ensure a uniform and consistent response and to outline proper alerting procedures for the Torbay Volunteer Fire Department (including coverage for Flatrock).


Background
This replaces POG # 08-03-05, dated 2013-12-10.


Policy Statement
1. To contact Torbay Volunteer Fire Department:

a. Hit speedline for Torbay, leave a message, then hit # key before releasing
(speed number located in Appendix A).

b. If there is a problem with the speedline, dial nine (9), wait for dial tone and dial 7-digit number
(located in Appendix A). After tone, leave a voice message. When finished the message, hit the # key and release.

c.
Wait 3 minutes for an acknowledgement (see Note below). If you do not receive an acknowledgement after 3 minutes, send out a second page.

d. If no response
after 3 minutes following the second page, first notify and dispatch one (1) Pumper and one (1) Rescue from SJRFD (Automatic Response), then phone the Pager 7-digit number (located in Appendix A).

If there is no response after 3 minutes of the second page, the following shall apply:

All calls (except medical);

Dispatch one (1) Pumper and one (1) Rescue from SJRFD, then phone the pager 7-digit number (see Appendix A).


Medical Calls;
Dispatch one (1) Rescue from SJRFD Kent's Pond station, then phone the 7-digit number ( See Appendix A). If Kent's Pond Rescue is not available then dispatch closest apparatus (excluding Aerial Devices).


Note: With the current paging system in Torbay, it takes a couple of minutes for the system to clear a page. If you do not wait 3 minutes, the second page will not go out.

2. The Torbay Volunteer Fire Department will be notified immediately on all incidents within their jurisdiction (with the exception of ambulance and medical calls). For ambulance and medical calls, the Torbay Volunteer Fire Department will only be notified if it is determined by the Health Care Corporation Medical Communications Center (MCC) Dispatcher that a first response is needed in their response area. The MCC Dispatcher will inform the 911 Dispatcher that this is a medical call - Torbay. Torbay will then be notified through their normal procedure and an ambulance will follow.

3. Response to all calls to Nursing Homes, Senior Citizens Homes, Schools and Childcare Centres, 8:00am to 6:00pm Monday to Friday (excluding school closures during holidays such as Christmas, Easter and summer), the following response will apply:

a. Notify and dispatch the Torbay Volunteer Fire Department.

b. Dispatch one (1) Pumper and (1) Rescue from the SJRFD
(Automatic Response) with the exception of medical calls which will be covered by Torbay Volunteer Fire Dept. as per paragraph two (2) of this agreement.

4. Response to all other fire calls ( ie. Structure fire, car fire, brush fire), the following response will apply:

a. Notify and dispatch the Torbay Volunteer Fire Department. If assistance is needed, Torbay will notify SJRFD.


5. Response to Road Traffic Accidents, the following response will apply:

a. Notify and dispatch the Torbay Volunteer Fire Department. If assistance is needed, Torbay will notify SJRFD.


6. Response to Water Rescue calls, the following response will apply:

a. Notify Torbay Volunteer Fire Department.

b. Notify and dispatch the SJRFD Water Rescue Team.


7. Response to High Angle Rescue calls, the following response will apply:

a. Notify Torbay Volunteer Fire Department.

b. Notify and dispatch one (1) Rescue from SJRFD with at least one (1) High Angle Technician.

c. Notify the SJRFD Shift Superintendent on call who will assume Incident Command on scene.

d. SJRFD Incident Commander on scene will decide if the HART
(High Angle Rescue Team) is needed.

8. Response to Hazardous Materials call, the following response will apply:

a. Notify and dispatch the Torbay Volunteer Fire Department. If assistance is needed, Torbay will notify SJRFD.


9. Response to other Volunteer Fire Departments:

a. The Torbay Volunteer Fire Department do not respond to other Volunteer Fire Departments who request their assistance through the SJRFD 911 Communication Centre.

b. Any Volunteer Fire Department which may inadvertently request the assistance of the Torbay Volunteer Fire Department must be informed immediately by the 911 Dispatcher that they need to contact the Torbay Fire Chief at one of the contact numbers provided in
Appendix A, who will then assess the request and determine if Torbay resources will be deployed.

c. The 911 Communication Centre will only dispatch Torbay apparatus to other Volunteer Fire Departments at the specific request of a member of the Torbay Volunteer Fire Department.


10. For calls to Tapper's Cove or Tapper's Cove Hill Road, the following shall apply:

a. The Torbay Volunteer Fire Department shall be dispatched as a key holder for all emergency calls
(excluding police calls) to Tapper's Cove or Tapper's Cove Hill Road to provide access to the locked gates. The RNC will respond as a key holder for all police emergencies.

b. For medical calls requiring an ambulance or other HCC medical response, the MCC Dispatcher shall contact 911 Communications if/when HCC requires Torbay Volunteer Fire Department to respond as a key holder.
