Response/Alerting Procedures to Areas in the Jurisdiction of Pouch Cove

Purpose
PLEASE CALL 9-1-1 TO REQUEST EMERGENCY RESPONSE BY THE POUCH COVE VOLUNTEER FIRE DEPARTMENT. THIS DOCUMENT IS FOR INFORMATIONAL PURPOSES ONLY. To ensure a uniform and consistent response and to outline proper alerting procedures for the Pouch Cove Volunteer Fire Department (including coverage for Bauline).


Background
This is a revision to POG # 08-03-01, dated 2009/06/24.


Policy Statement
1. To contact Pouch Cove Volunteer Fire Department (PCVFD):

a. Dial nine (9), wait for a dial tone and then dial the 7-digit Pager number (provided in Appendix A).
b. After the ring and beep ends, leave a message.
c. If no response from an Officer in Charge (OIC) of the PCVFD within three (3) minutes, send a second page.
d. If no response three (3) minutes after the second page, notify and dispatch one (1) Pumper and one (1) Rescue from SJRFD (Automatic Response).


2. The PCVFD shall be notified immediately on all incidents within their jurisdiction (with the exception of ambulance and medical calls).


3. Response to Cape St. Francis Elementary School (Satellite Road):

a. Notify and dispatch PCVFD.
b. Dispatch one (1) Pumper and one (1) Rescue from the SJRFD (Automatic Response) who shall remain on the scene until it has been determined by the OIC or his/her designate of the PCVFD that SJRFD assistance is no longer required.


4. Response to vehicle accidents with injuries and/or reports of persons trapped:

a. Notify and dispatch the PCVFD
b. Notify and dispatch one (1) Rescue of SJRFD (Automatic Response). If it is determined by PCVFD that SJRFD services are not required, the OIC of the PCVFD may cancel the SJRFD response at any time.


5. Response to High Angle Rescue calls:

a. Notify and dispatch the PCVFD.
b. Notify and dispatch SJRFD High Angle Rescue Team (Automatic Response)


6. Response to Water Rescue calls:

a. Notify and dispatch the PCVFD.
b. Notify and dispatch SJRFD Water Rescue Team (Automatic Response)


7. Response to Hazardous Material calls:

a. Notify and dispatch PCVFD.
b. A request for the SJRFD HazMat Team shall come from the Officer in Charge (OIC) of the PCVFD while at the incident scene.


8. In situations where the Officer in Charge (OIC) of the PCVFD has determined they require additional assistance at a scene, the OIC or his/her designate shall notify the Dispatcher at the 911 Communications Center (phone number provided in Appendix A), who in turn shall contact the Shift Superintendent. The Shift Superintendent shall determine the appropriate response from the SJRFD depending on the situation. The SJRFD shall remain on the scene until such time that the OIC or his/her designate of the PCVFD determines that SJRFD assistance is no longer required.


9. In other situations where the PCVFD finds itself in a position where they are unable to respond to a call, the Fire Chief of the PCVFD or his/her designate shall notify the Dispatcher at the 911 Communications Center, who shall ensure an Automatic Response of one (1) Pumper and one (1) Rescue from SJRFD until such time as the situations ends.

The situation may include but is not limited to: pumper having mechanical problems and unable to respond; maintenance of the vehicle where it has to come out of service; or apparatus is involved in an accident while responding to a call and is unable to continue on to the call.


10. If the PCVFD pager system fails or the message was not received:

a. Dispatch one (1) Pumper and one (1) Rescue from the SJRFD (Automatic Response) who shall remain on the scene until it has been determined by the OIC or his/her designate of the PCVFD that SJRFD assistance is no longer required.

b. Once the SJRFD has been dispatched, contact one of the contact names provided in Appendix A.

NOTE 1:
It is the responsibility of the Town of Pouch Cove to initiate any/all changes to this Policy.
