Propane Cylinder Refurbishment and Storage Guidelines

Purpose
To establish a guideline for inspection of Propane Cylinder Refurbishment and Storage facilities.


Background
The St. John’s Regional Fire Department (SJRFD), as the Authority Having Jurisdiction (AHJ), is responsible to ensure that all contractors, businesses and property owners adhere to industrial codes, standards and/or guidelines involving the re-qualification (re-inspection and refurbishment) of refillable propane cylinders within its jurisdiction. This is a new guideline.


Policy Statement
As per “Propane Cylinder Refurbishment and Storage Directive 2011-01-06”, Fire Inspectors shall identify the following:

1. Proper documentation certifying the facility and its employees as qualified.
(Transport Canada B339).

2. Proper records kept and available upon request.
(CAN/CSA B149.2-10, code 6.1.5).

3. No vapor or liquid is released into the atmosphere to facilitate emptying a cylinder.
(CAN/CSA B149.2-10, code 6.4.3).

4. All storage sites meet the accepted guidelines.
(CAN/CSA B149.2-10, code 6.5.1.9).

5. Stored cylinders meet the minimum separation distances as required by code.
(CAN/CSA B149.2-10, codes 6.5.1.10 and 6.5.1.11).

6. Outside storage compounds are fenced and secured according to code.
(CAN/CSA B149.2-10, codes 6.5.2.2 and 6.5.2.3).

7. Warning signs are predominantly displayed in both language and graphically.
(CAN/CSA B149.2-10, code 6.5.2.6.).

8. Special storage rooms and explosion relief measures meet the codes.
(CAN/CSA B149.2-10, codes 6.5.10.1 through 6.5.10.5 inclusive).



COMPLIANCE DEADLINE:

Considering the volatility of propane and the potential hazard it can present to life and health, all infractions as identified in accordance with the above shall be corrected within 7 days of the inspection.

This document is considered as a guideline and does not in any way constitute the total extent of an inspection which may be required on any particular occupancy.
