Each member, with the exception of the Director (Fire Chief) and the Deputy Chiefs, shall wear their uniform and be clean and presentable for roll call. The uniform requirements shall be laid down by the Deputy Chief on a seasonal basis.
DRESS UNIFORM
Dress Uniform shall consist of (as per Article 22):
a. Approved headdress - service caps only
b. Neck tie, black
c. Tunic
d. Dress pants (with red stripe)
e. Belt, black
f. Shoes, black as issued
g. Socks, black
h. Raglan (shall be worn only at the discretion of the Director (Fire Chief))
i. Gloves, black (or white, as required or ordered)
j. Dress shirt, white
k. Galoshes (as required or ordered)
Note:
Shirt sleeves, less tunic - at discretion of the Director (Fire Chief) or designate.
Proper Wear
The detailed instructions listed hereunder are intended to assist members of the Department in the proper wear of their uniform.
Head Dress
Service Cap
- Worn square on the head, with peak in line with eyebrows.
- Cap badge shall be worn centred vertically on the front of the cap band with the base of the badge immediately above the chin strap.
Winter Cap (if issued)
- Worn with parka only.
- Worn square on the head.
- Worn without cap badge.
Uniform Jacket
- Sleeves shall be rolled-pressed, with no crease. When jackets are worn, they shall be fully buttoned. Jacket may be removed in buildings and offices at the discretion of the Director (Fire Chief).
- No pins, buttons or any other unauthorized articles shall be worn on lapels.
Wearing of Necktie
- The necktie shall be worn knotted neatly and the knot shall be kept tight.
- When the jacket is removed, the tie shall not be tucked in.
Orders, Decorations and Medals
Occasions for Wear
- Formal and other significant occasions.
- Ceremonial parades.
- Ceremonial occasions, when attending as a spectator or as ordered.
- Other occasions as ordered by the Director (Fire Chief) or designate.
TACTICAL UNIFORM
Tactical Uniform shall consist of (as per Article 22):
- Approved Headdress - Service cap, winter cap
- Approved Shirt
- Black necktie
- Jacket (as outlined in uniform specifications).
- Trousers (as outlined in uniform specifications).
- Belt, black
- Shoes, black as issued.
- Socks, black
- Parka, c/w rank slip-ons (as required or ordered).
- Gloves, black as issued (as required or ordered).
- Galoshes, black as issued(as required or ordered).
Orders, decorations and medals shall not be worn.
Note:
Long or short sleeve may be worn unless otherwise ordered.
All Officers shall wear rank slip-ons.
Proper Wear
Short Jacket
- May be worn in lieu of work uniform jacket when approved by the Director (Fire Chief). Rank slip-ons shall be worn.
- Orders, decorations and medals shall not be worn.
Occasions for Wear
- Normal dress for day-to-day duty.
- Routine parades.
- Other occasions as ordered
Shirt Sleeves
- Same as Tactical Uniform, less jacket: sleeves may be rolled to just above the elbow at the discretion of the OIC.
- Rank slip-on shall be worn.
Occasion for Wear
- May be authorized during warm weather periods, indoors or out, within the confines of SJRFD establishments only.
- Indoors in all SJRFD buildings for all seasons.
Shirt Sleeves (Hot Weather)
- Same as Tactical Uniform, less jacket and tie.
- Long or short sleeved open collar shirts, c/w rank slip-ons. Long sleeves shall be rolled to just above elbow.
Occasions for Wear
- Only when ordered by the Director (Fire Chief).
Standards for Tactical Uniform
- Personnel shall wear only those items issued by the SJRFD and considered to be the ‘tactical uniform’ as described in Article 22, Clothing, of the current Collective Agreement.
- Tactical uniforms shall be worn in its entirety to and from work.
- Parkas may be worn with or without hoods, at the discretion of the Director (Fire Chief). When worn, parkas shall be zippered.
- Rank slip-ons for all Officers shall be worn on the epaulettes of the parka.
- Nylon cap covers may be worn only when weather dictates.
- Galoshes, when worn, shall be zippered completely.
- Gloves shall be worn as weather dictates.
- Members shall be personally responsible for care and custody of all items of uniform clothing issued. Where loss or damage is found to be due to negligence on the part of the member, he/she shall be required to pay for same.
- Tactical uniforms shall be kept clean and tidy at all times. Worn out or torn uniform items are not to be worn.
- Uniform shoes, as provided, shall be the only acceptable footwear. Shoes shall be kept clean and polished (alternative footwear shall only be accepted upon provision of a detailed medical note).
- Orders, decorations and medals shall not be worn with tactical uniforms.
- Jacket badges shall only be worn by Senior Officers and Fire Prevention personnel.
Service Chevrons
Gold embroidered 1 3/8 inch chevrons, one for each five (5) years of service, shall be worn inverted on Departmental dress as follows:
Regular/Dress Uniform Jackets On the left sleeve 1/4 inch above the top of the rank braiding or 3 1/4 inches above the sleeve bottom when no rank braiding is worn.
Long Sleeved Shirt On the left sleeve 6 inches above the sleeve bottom.
Short Sleeved Shirt On the left sleeve 1 3/4 inches above sleeve bottom.
WEARING OF UNIFORM
Members of the Fire Department shall not wear any uniform except when:
- On duty or proceeding to and from their place of duty.
- Attending a Fire Department entertainment or ceremony at which the wearing of a uniform is appropriate and approval has been given by the Director (Fire Chief).
The uniform shall be worn complete as outlined by these regulations and at no time shall only part of the uniform be worn unless otherwise approved by the Director (Fire Chief).
BADGES OF RANK
Regular Uniform and Dress Uniform
- Standard sleeve braid ½ inch width shall be worn on Regular and Dress Uniform jackets and on shoulder strap slip-ons by all Officers in the St. John's Regional Fire Department.
- Rows of braid as specified in (c) spaced 1/4 inch apart shall be worn on the Regular and Dress Uniform jackets commencing 2 inches above bottom sleeves, and on slip-ons commencing 1 inch above the bottom of the slip-on. Slip-ons shall be 4 inches in length, bottom 2 ½ inches wide, and top 2 inches wide.
- Specific rows of braid are as follows:
Director (Fire Chief) 5 rows of standard braid
Deputy Chief 4 rows of standard braid
Shift Superintendent 3 rows of standard braid
Captain 2 rows of standard braid
